The Highland City Library Foundation is a 501(c)(3) nonprofit dedicated to supporting the Highland City Library. Its board of directors consists of three members appointed by the Library Board and other community members interested in the welfare of the Library. The Foundation meets quarterly to discuss the Library's fundraising needs.

The Foundation's vision for supporting the Library includes the following:
Funding and overseeing capital improvements
Establishing an annual fundraising event
Identifying and facilitating large-scale donations and bequests
Responsibly managing and growing donor funds
Researching and writing grants
Working to ensure the future success of the Library
In 2018, the Foundation helped to expand the Library's space by funding the conversion of a meeting room into the children's room.
In 2019, the Foundation purchased a new copier/printer for the Library that is used by staff and patrons.
